Steve Kiser

Steve is currently serving as the CEO of Phase Four, developing a new paradigm of in-space propulsion for the rapidly expanding space economy. Steve had a successful career as an Air Force officer in large companies in the defense industries, including Valiant Integrated Services and Cubic Global Defense.

He is a lifetime innovator, mentor, change agent, and a turn-around architect. He has been a senior innovation adviser to the government and private industry. Successful angel investor, venture capital advisor, and small business mentor, directly contributing to the success of 11 start-ups.

Steve earned his PhD in Policy Analysis from the RAND Graduate School, emphasizing modeling and simulation to refine counter-terrorism policies. He is a 1998 graduate of the University of Hawaii with a Master’s Degree in Futures Studies/Asian Politics and a 1990 United States Air Force Academy graduate. Steve lives in San Diego and is an avid waterman.
